According to the Memorandum of Understanding on the Remittance of Fees under the Patent Cooperation Treaty (PCT) signed between the China National Intellectual Property Administration (CNIPA) and the World Intellectual Property Organization (WIPO), CNIPA collects PCT international phase application fees on behalf of WIPO’s International Bureau (IB) based on the RMB standards published by WIPO.

1. RMB Standards Effective from January 1, 2025

Based on the PCT international phase fee standards in RMB effective January 1, 2025, as published by WIPO, CNIPA will collect the PCT international phase fees as follows:

PCT International Phase Fee Standards (Amounts in RMB)

(1) International Filing Fee Collected on Behalf of the International Bureau

1.  For international application documents of up to 30 pages: 10,990

2.  For each additional page beyond 30 pages: 120

3.  Reduction for electronic submission (PDF format): 1,650

4.  Reduction for electronic submission (XML format): 2,480

(2) Handling Fee Collected on Behalf of the International Bureau 1,650

If adjustments are required due to significant exchange rate fluctuations, further announcements will be made.

2. Scope of Application

This standard applies to PCT applications submitted to CNIPA with a receiving date on or after January 1, 2025 (inclusive) for the international application fee, and to handling fees for PCT international preliminary examination requests received on or after January 1, 2025 (inclusive).

Apart from fees collected on behalf of the International Bureau, other fees, such as search fees, collected by CNIPA remain unchanged. For details, please refer to the "Patent Fees and Layout Design Fees for Integrated Circuits Standards" published on CNIPA's official website.
